[FT] campaign rules

Forgot to mention,

We started out with 5K points in ships. The first ship of a class
costs +10%.

Asteroid/planet/starbases do not have the +10% cost.

Refits cost double the cost of the newly installed component.

Just FYI, almost all asteroid bases (I have seen anyway) turn out to be pure
fighter bases. The maintenance cost is very low and everything always faces.
