The other way you could do this is to have a "grand tactical" game in which
each GT turn = 2-3 FT turns and each hexagon/inch = 6-12 mu. You'd
apply Sensor and ECM activity at this scale so you don't have to mess with it
at FT scale. That way you could maneuver your forces to come on the table in
the set up that you want.
This could be done in FTJava by fiddling with the 'ground' and time scales.
You'd have to go back to normal before fleets come into contact,
but that shouldn't be an insurmountable problem.

Yes, although I was thinking primarily of those poor benighted souls
who don't have FTJava and are forced to fight it out face-to-face.
One good thing about this idea is it lets you run sensors by squadron, not by
each individual ship, which should make it a lot more playable.
