I came across this when I was trying to determine how much it actually cost to
use fighters (or a Jeanne D'Arc its 69 points), and needed to use 46% for the
Hull boxes to get the same number on a ship without the
Hangers. I don't see why, especialy with the programs / spreadsheets out
there, ships need to be limited to exact multiples of 10%. Other than easy of
doing the math by hand.

So, if every one in your gaming group agrees, go with each hull box uses 1
mass and costs 2.
On the other hand, there should be some limits on construction. A mass 200
ship with 4 damage boxes and 196 mass in weapons does not seem very likely
(blimps in space?). I would suggest a minimum of 10% of mass must be spent on
hull. Perhaps, a maximum limit should be set as well, remembering the
discussion of the Move-1 uber-ships.

Definately 10%, that was in part of the quote. As for the max mass I would say
leave that out. If you want a super dreadnought with 1 class one, one FC, and
everything else hull and armour, more power to you.
