If you regard ML 2/D8 as average, then:

So a elite with only one day to go (ML 4) costs: 25 + 5 = 30 points.
Untrained Fanatic (ML 0): 5 + 25 = 30.
Regular (ML 0): 15 + 15 = 30

Interesting idea, Andrew, but the reason there are only 3 MLs in the draft
(1,2,3) is that this corresponds with the leadership levels in SG/DS,
and fits what is in the counter mix. Adding more levels means adding more
counters to cover all options......

All troops are fanatic and are at level 0 nerve. Level 4 (or even 5) could
suit some alien forces like Traveller 2300 Kafer or other alien that needs to
get worked up.

And besides the method is easily extended back into SG and DS.
