[FMA] Evading

I had a thought after reading through my DS rulebook. Since the cover die are
lifted strait out of this, how about an evading die as well?

A figure that is evading only moves at 1/2 rate (don't multiply the
combat move roll) & gains the benefit of a d8 cover die. The other drawback is
that you can't take fire actions while evading.
