I finally had the time to sit down and read your very interesting FMA playtest
draft.
Had a question...
Before I can try this game, I need to make some counters. The
Activation markers -- Do I make an equal number of each color, and
motivation level?

I assume this means you don't have a copy of Stargrunt II? (Very naughty

go out and buy one immediately!! <grin>).
You just need a mix of yellow, green, blue, orange and red counters, with a
selection of 1, 2 or 3 on each colour. The SG counter sheet has the following
mix, but that was really for ease of print layout rather than any more
esoteric reason!
Yellow: "1" x 3, "2" x 4, "3" x 3 Green: "1" x 5, "2" x 8, "3" x 5 Blue: "1" x
8, "2" x 12, "3" x 8 Orange: "1" x 6, "2" x 6, "3" x 5 Red: "1" x 3, "2" x 4,
"3" x 2
This sort of proportion seems to give reasonable results when using random
draws from the entire counter pool - there is a bias towards average
troops, but you can fiddle with the numbers as much as you like - the
final published FMA counter sheet will probably have a slightly different mix
anyway....

anything like FMA, it must be worth the investment!)
