at about the same time. They're _supposed_ to co-operate with SARCO, and
do so in any rescue. But if there are no survivors, salvage is something else.
The OU takes a dim view of claim jumpers (if they get there first). They also
make sure SARCO doesn't convert a marginably profitable insured rescue into a
very profitable salvage. Not that anyone in SARCO would ever dream of doing
this (again, anyway...).

Yeah, we've noticed they're a lot more openminded about claim jumping if they
get there second. Excuse me, "cooperative rescue efforts".

That was an accident, they would have died anyway, we don't want to talk about
it, and if we're going to bring that up, what about Hokaido Maru, eh?

Sounds remarkably like the Far Stars Union's RARA (Rescue and Revenue Agency).
Must come from being in the same part of space (the cold and lonely part).
