Oddly enough, the subsidiary has the rights but Forward Power itself does not.
It was one of those things Forward Power had to sell for capital to rebuild
after the Unfortunate Incident in 2094. After the
AE/PAU war in the 2130's, Forward Power had enough cash to acquire
Dragonfly but the OU was sticky about selling the manufacturing rights back,
and Forward wasn't inclined to push on the issue as long as they got the
revenue. On the other hand, they never sold the complete rights to heliostats,
just a license.
