Electronic Warfare in Full Thrust

Part of the reason I was looking at EW rules is to determine engagement ranges
for opposing forces. This would enable carriers and other forces to either
engage the enemy at long range or be caught flatfooted. The other issue is the
stealth ships with an amount of amss devoted to stealthing.
