[DS2] Backup systems costs question

Does the cost for backup systems apply to PDS? I'd tend to assume it does
(although I'd rather not!), falling under the definition of "all systems".
It's not specified on the list of systems (p.52) to which the cost applies,
which appears exclusive ("i.e.FIRECON, ECM, STEALTH and GUIDANCE as
applicable).
