Remember that Rallying uses the activation of the rallied unit, which means
that if the oponent still has units left to activate, the oponent has the
oportunity to activate a unit, move and destroy your elements.
Of course, if the oponent has run out of units to activate, and you've got,
say, 10 units plus the command unit left unactivated, then you could rally all
ten units with the command unit (so activating them all), then move
and/or fire the command unit.

That's what I get for asking multiple questions in a single message. I don't
think my question was answered, so let me rephrase...
Are there any restrictions on where the Command Unit must be in order to rally
another unit?
