Something that has been used in the past:
Troops that are destroyed are destroyed - as in "melted down".
Troops that are captured are kept by the opposition, but may be ransomed back
for a previously-agreed sum.
This is a great way of getting bloodthirsty would-be admirals and
generals to
look at the actual costs of warfare. But to see a really well-painted
mini get chucked into a vat full of molten whitemetal is heartbreaking. Not
recommended.
A variant - which I've seen tried only once - is to have all destroyed
troops auctioned off at the end of the game, funds going to charity. Captured
troops get kept or ransomed.

Somewhere around here I've a couple of concrete core samples that were used in
the 1980 GenCon in a match between Minifigs and Heritage miniatures.
BEAUTIFULLY painted armies, and the losing side each turn had to sacrifice a
fig to the winning side.
If I can find 'em I'll bring 'em to GenCon.
I was going to offer them for use in a Death Match there, but nobody calls the
ships I've slopped 'painted'...
