Combat leadership

So if your LT is paying attention, you may get to use the SGT's leadership
instead. Of course, the LT doesn't always listen.

1. (They're smart enough to recognize a good plan and use it). If the LT is a
3, maybe the leadership stays 3 regardless (too clueless to recognize a better
plan or too scared to look vacillating to implement it even if it is
recognized as better).
