I like the idea for the CNP, and its alliances and enemies. Realistically,
though, I'd imagine they'd only hold one world. They
could have colonies on multi-national planets, but they might be averse
to that given their history of being on the wrong side of "sharing" land
for centuries.
I can also see the CNP and TTN having a rocky relationship - sometimes
good, sometimes bad. The CNP will sometimes be perceived as a NAC puppet
regime and therefore part of the system that necessitated the TTN. Sometimes
ancient tribal; rivalries will come out. Sometimes the common enemy ( more
blatant oppressors like the LLAR and ESU) will overwhelm other differences.
Would be nice if the CNP and TTN were reasonably proximate so they could
interact. I put the TTN on Alshain, which off a bit from the main
concentrations of Humanity. Check Nyrath the Magnificent's maps. He can help
you find a good location regardless.
TTN's initial primary income source was and remains gambling. Wherever "Indian
Casinos" are allowed, they proliferate. TTN makes no bones about
using their casinos as profit centers, but I'm sure that's liable to annoy
states who want to appear more "legitimate" or less "shady".

That's exactly the model used for the TTN - more in commonalities there,
though the TTN may be less efficient, trying to tie together a large number of
extremely different cultures, some of whom are vigorously preserving ancient
and primitive traditions.

For TTN ships, I've used primarily Freighter designs from Brigade
models. It gives the appropriate low-tech/conversion feel for a small,
primarily defensive navy.

I'd like to have at least a couple of worlds, for playability (gives me more
places to stage battles and therefore games). The way the NAC helped them get
started makes it a bit more plausible. It would also cut down on
inter-tribal tension, since they'd be able to place tribes with
EXTREMELY volatile histories on different worlds.

close to both NAC AND LLAR space.

I'm thinking the CNP would take a similar course, along with establishing
support industries to sell goods, supplies, and refit services to NAC forces
stationed in or passing through CNP space.

I'm still debating just how many tribes would be involved. I'm set on the
Miskitos from Central America, as well as the indians involved in the
Zapatista movement in southern Mexico (I'm sure their efforts helped the NAC
take that part of the continent, and the NAC was happy to reward them). I also
have in mind PNW tribes like the Kwaikyutl, the Nez Perce, etc. The Warm
Springs band here in Oregon is well organized, they'd probably do quite well.

capability, and are starting to produce a FEW ships of their own design.

Assuming you're not of the Star Wars "jungle planet/desert planet/ice
planet" mindset, you will find that a habitable planet has plenty of variation
for you to set battles. Within a couple of hours drive of my house I have
ocean, bay, river, canal, marsh, swamp, wooded coastal plains, coastal
farmland, hills, mountains and urban. Add in badlands, glaciers, fjords, sand
dunes, stony deserts, jungle, rain forest, cloud forest, taiga, tundra, deep
ocean, etc etc, and you've got plenty. If you want great variation, set one
continent off by itself and give it a different color vegetation.

While these are all sound reasons don't forget we're talking planets here!
There's an AWFUL lot of room even on small ones and I'd say an awful lot of
habitats despite Hollywoods obcession with "its all desert/water/lush
jungle" visions. As far as anyone can tell, anything with a working biome that
will support human habitation is going to end up with many different
environments. So even one planet will provide many locations for a battle
and a lot of settlement space - look how many habitats and different
cultures there are on this planet;)

Given. However, my main concern is with justifying any considerable FTL
capability. It seems unnecessary with only 1 planet.
