So how do you plan on having one-off battles of equivalent forces if
you don't have combat ratings to balance things?

The "Old Fashoned Way".... Just have the players agree on the points to be
used, and let personal experience deturmine what systems to use.

IMHO this seems much easier and direct.

IMHO "Combat Ratings" are abitrary anyway. Each player will have
his/her own
opinion of how "combat effective" a system is. Just like every player has
his/her own concept of tactics.

A good "Combat Rated" weapon, used in a bad way (IE: bad tactics) is just as
bad as a bad "Combat Rated" weapon used in a bad way. "Combat Ratings"
doesn't deturmine how good a weapon/ship is...the player's tactics does.
