Bases and wartime footing...

During WWII every overseas naval base we maintained was fortified
with ant-aircraft weapons, airfields and the like. I think that the
assumption of a "wartime" or "peacetime" situation is critical to any broad
statements about base defenses or lack thereof. Even our "home" ports were
heavily defended by multiple assets during WWII.
