The room has been shown from the outside too. IIRC it is placed about as far
from the axis of spin as you can get on the rotating section, so the "gravity"
felt in this room should be about the largest you have anywhere on the
station.

If it is from centrifical force, should they not be standing on the outside
wall, with the window on the floor?

They are on a "ledge". They could put windows in the floor if they felt like
it.

Well, actually, they *are* standing on the outside wall; the floor is towards
the outside of the station. Heads point towards the center of the station.

If you look at how the room is constructed, this part of the station 'bulges'
out below ('below') the Cobra Bays. Kinda like an observation platform; the
window faces 'forward' along the axis of the station. Let's see if I can't
illustrate this a bit:
