Happens to us all the time, but we use a thrust based movement system. (I.E.
Move in thrust order, Shoot in reverse thrust order.)

Does this help balance the smaller ships value? (Slowest move first and shoot
last?)

It does allow the small ships to have at least
one shot prior to removal.   It is not unusual
to have at least some of the small ships survive the combat, because the heavy
units will tend to fire on other heavy units. (But sometimes the nasty little
guys just have to be taken out, if they are too close!)
