As much as the chemical weapons ban treaty. I.e. it only effects those who
sign it. Eventually, it may succeed, but not in the immediate future.

It only affects those who a) sign it, and b) comply with it. Didn't Germany
sign a number of similar documents after the WW1? Need I mention the Gulf
resolutions....? It also seems to affect those who don't sign in and are in
conflict wotht those who HAVE signed it..... hmm.
