How difficult would it be to make a CPV for an alternate-to-native-FTII
system (vector, if you want to call it that)? Then you could, at least,
balance designs in a battle, even if the designs don't have the same balance
between rule sets.

Depends on whether or not you want computer support to be required to use
the points system. For a "back-of-envelope"-style system which doesn't
involve square roots and similar maths functions it is very difficult; for
Starmada-style systems which *do* involve such maths functions it is
"only"
time-consuming.
