3070 Racer

Schoon reported the max mass is 30, the max npv is 70, and that would explain
the "3070" name, but those two don't really go together. For HM tech, the
usual ratio is 3.5NPV per Mass. I'd either expect 20 Mass: 70 NPV or 30 Mass:
100 (or 105) NPV.

If you take Mass 30 with the required Hull 8 and MD6, then you've spent 64
points--not enough left over for both a firecon and a weapon.
